This is an extremely valuable monograph because the contributors, prominent scholars of privatization, soberly evaluate the privatization experience in various regions of the world. The introduction by Nobel economics laureate Joseph Stiglitz sets the tone--privatization ought to be appraised by its impact rather than through an ideological lens. The editor's opening chapter covers the theory of complete and incomplete contracts as it relates to state-owned enterprise versus private ownership. Subsequent chapters discuss privatization in western Europe; the transition states; Africa ; Latin America ; and South Asia . Notably, the table is set without China. A concluding chapter by K. Jomo that purports to be a "critical review" is perhaps the most ideological contribution. - Choice Review
